YPO is a Local Authority owned national public buying organisation operating since 1974 from our Wakefield Headquarters. YPO operates a market leading education supplies business with turnover circa £115 Million on average each year, plus a Framework Services business offering approaching 100 Frameworks including ICT, Energy, HR, Fleet and FM Solutions with consolidated spend upwards of £1 Billion.

YPO have conducted a series of engagement activities with potential users from public sector organisations across the UK. The Research highlighted some keys findings that YPO wishes to explore further. The next stage of the project is to engage with suppliers by issuing this PIN.

This is to ensure that there are no gaps in the potential service scope and that our intended model is deliverable, sustainable and future proofed.

YPO have had a Framework Agreement in place since 2018 for the provision of a procurement portal with an overarching YPO landing page that can facilitate the following elements: vehicle hire, lease and purchase options for cars, LCV’s and specialist vehicles with the ability to select which procurement route is required in addition to which micro-sites providing associated and additional services may be accessed, for the day-to-day operation of local authority fleets i.e. Accident Management & Fleet Management.

The current framework is due to expire February 2022, meaning we are now conducting a series of engagement activities with potential users from public sector organisations across the UK.

two.2.4) Description of the procurement

YPO are looking for Providers to be appointed onto a Framework Agreement for the supply of a procurement portal with an overarching landing page that can facilitate the following elements:

- vehicle hire,

- lease

- purchase options

for cars, LCV’s and specialist vehicles of all fuel types with the ability to select which procurement route is required in addition to which micro-sites providing associated and additional services that may be accessed, for the day-to-day operation of local authority fleets i.e. Accident Management & Fleet Management.

It is anticipated that the Framework Agreement will cover the period from 28/02/2022 to 27/02/2026. Please note that these dates are not definite and may change at YPOs sole discretion.

The reason for this PIN is to engage with suppliers within this market area to ensure the route

to market that is put together meets our customers exact needs and requirements.

We are looking to shape this Framework with the help of supplier engagement to ensure the

Framework can offer maximum coverage of goods and services.

It is anticipated that this framework will be divided into the following lots which maybe

subject to change based on the outcome of the pre-market engagement –

1 Car and LCV Hire (Including mini-buses and specialist vehicle hire)

2 Car and LCV Lease and Car and LCV Purchase (Including mini-buses)

YPO reserves the right to not commit to advertising this tender if we do so wish. Any

information provided by suppliers prior to any advertising of the tender will not be used to

determine the outcome of any processes. Should YPO wish to proceed further a formal

procurement process will be followed in accordance with YPO's contract procedure rules

and in line with the Public Contract Regulations 2015.

YPO will incorporate a standstill period at the point of notification of the award of contract is

provided to all bidders. The standstill period will be for a minimum of 10 calendar days and

provides time for unsuccessful tenderers to challenge the award decision before the

contract is entered into. The Public Contract Regulations 2015 provide for aggrieved parties

who have been harmed or are at risk of harm by a breach of the rules to take action in the

High Court (England, Wales and Northern Ireland).
