Description
City of Wolverhampton Council (CWC) seeks to procure specialist support services for victims of domestic abuse, including children. Informed by best practice, the new services will respond to local need and recognise the rich diversity of the city. In accordance with Part 4 of the Domestic Abuse Act 2021, the new services will respond to the duty on local authorities to provide support for all victims of domestic abuse and their children within safe and relevant accommodation. They will also be expected to make a key contribution to Wolverhampton's response to children affected by domestic abuse as victims in their own right, as set out in the Act (2021). CWC is seeking to procure the following services:
Lot 1: Domestic abuse specialist support in safe accommodation.
Lot 2: Domestic abuse specialist support for women and their children in the community.
Lot 3: Domestic abuse specialist support for men.
Lot 4: Sanctuary support for victims of domestic abuse at home.
Lot 5: Specialist counselling and therapy support for adult victims of domestic abuse.
The procurement procedure will be the open, above threshold procedure in accordance with the Procurement Act 2023 (PA23) and it will be designated light touch in accordance with section 9 of PA23.

Lot 1. Domestic abuse specialist support in safe accommodation
Description
The successful provider will provide specialist domestic abuse support within safe accommodation settings (across a minimum of 28 units).
The provider will offer trauma-informed, person-centred interventions alongside a safe physical space to encourage recovery, independence, and empowerment. Through a step down and move-on pathway, the service will aim to support victims into longer-term, stable housing, and help victims to thrive in a life free from abuse.
This service will also provide accommodation-based support for victims with complex needs (across an additional minimum of four units), who are often unable to access support in traditional refuge settings.

The Total Contract Value (TCV) shown below includes the estimated service cost of £2.8m and the estimated accommodation costs over the lifetime of the contract.

Lot 2. Domestic abuse specialist support for women and their children in the community
Description
This service will provide specialist support for women and their children who are victims of domestic abuse living in the community.
The provider will offer trauma-informed, accessible, and culturally appropriate support, while also adopting a proactive approach to community outreach and early intervention. The service will integrate closely with the safe accommodation offer to facilitate continuity of care, reduce (re-)escalation of risk, and promote ongoing recovery.

Description
The successful provider will deliver tailored support for male victims of domestic abuse through in-reach to a minimum of three male safe accommodation units (accommodation provided by CWC), along with community-based interventions.
The provider will offer trauma-informed, culturally appropriate interventions including outreach, advocacy, and safety planning to promote recovery and long-term wellbeing. They will address the specific needs of male victims through inclusive, non-judgmental, and accessible provision.

Description
The successful provider will provide support and target hardening for victims of domestic abuse who wish to remain in their own homes.
The provider will deliver tailored security measures, safety planning and support to reduce risk, enhance stability, improve safety and reduce homelessness caused by domestic abuse.
