Description
The NHSBSA requires a service for the Secure Bulk Destruction & Disposal of Confidential Waste. Waste products for destruction include NHS prescriptions and patient medical records as well as waste cardboard.
Due to the value that this wastepaper can attract within the paper pulp and paper recycling market, it is expected that the NHSBSA may be able to generate revenue from this contract. Please note that the 'Total Contract Value (Estimated)' is for a revenue rather than a cost to the NHSBSA.
The existing contract expires on 31st July 2026. The NHSBSA requires a new contract to commence from 1st August 2026. The contract will be for a period of four years.
The procurement will be conducted in accordance with the Procurement Act 2023 regulations. Further details, including the tender process, evaluation criteria, and confirmed timelines, will be set out in the forthcoming notices.

Description of risks to contract performance
The scope and value of the contract may be directly impacted by a limited number of risks which may materialise during the contract term. These include:
1. The volume of paper documents and cardboard waste to be processed. Approximately 30,000kg per month is anticipated to be collected for processing. This volume is not guaranteed and may increase or decrease over the contract term.
2. The level of revenue that can be generated from the wastepaper due to fluctuations in wastepaper prices. These price fluctuations within the market may be impacted by geopolitical and economic factors.
3. The service should be provided in line with BS EN 15713:2023 and shall comply with all relevant data protection, environmental, and health and safety laws. Any amendments to these regulations may impact upon the delivery of the contract.
