NHS Hertfordshire and West Essex ICB intend to run a competitive process (with multi-provider award) under the Provider Selection Regime (PSR) to establish an Any Qualified Provider (AQP) contract.
This contract covers the provision of domiciliary home care for adults eligible for NHS Continuing Healthcare and is applicable to local Providers with a CQC-registered service location within 3 miles of NHS Hertfordshire and West Essex ICB.
This Prior Information Notice (PIN) is not a call for competition.
Applications are expected to open 17 November 2025 and service commencement from 1 April 2026.

two.2.4) Description of the procurement
NHS Hertfordshire and West Essex ICB intend to run a competitive process (with multi-provider award) under the Provider Selection Regime (PSR) to establish an Any Qualified Provider (AQP) contract. All providers that meet the pass/fail qualification criteria will be awarded a contract. Full details of the qualification criteria will be published with the Contract Notice.
There is no limit to the number of Providers that can join the Contract. All awarded providers will be added to the AQP list which will be the primary route for the ICB to commission CHC home care packages. Please note that it is a zero-value contract, so there is no guaranteed volume of activity or payment to providers. There is no minimum number of packages that the Provider can expect to receive through the Contract.
The contract will include both non-specialist and specialist domiciliary care services under defined Care Tiers. Providers will be able to select the Care Tiers and areas that they can deliver against. Providers are not required to deliver against all Care Tiers or in all areas.
Applications are expected to open 17 November 2025 and service commencement from 1 April 2026. All timelines remain indicative and subject to change.

The qualification criteria will include an assessment of regulatory compliance, financial stability and technical competency.
Full details of the qualification criteria will be published with the Contract Notice but providers intending to apply may wish to prepare for the following requirements of the financial evaluation:
