East Lothian Council, on behalf of East Lothian Health and Social Care Partnership, has a requirement for a suitably experienced and qualified provider to provide a Mental Health Recovery Service in East Lothian for Adults with Complex Mental Health Needs whose symptoms are causing disruption to functional skills. The service is based on Grade 4 of the Wayfinder model providing graded support in accommodation (in a building provided by East Lothian Council) on a 24 hour basis 7 days a week, 365 days a year. The duration of the Service provision for individual Supported Persons is dependent on individual needs and achievement of personal outcomes. The service must be seen as a stepping stone to a longer term homely environment proportionate to need.

two.2.4) Description of the procurement

The objectives of the service are:

- To enable Supported Persons to return to a meaningful life within the least restrictive environment possible by developing and strengthening coping strategies and support networks, and achieving personal outcomes.

- To prevent unnecessary hospital admission or involvement with statutory services.

This will be achieved using:

- Graded Support: Providing an environment which “fits” the Supported Persons’ needs including consideration to physical environment, appropriate staffing levels, and ensuring flexibility in line with Supported Persons’ needs.

- Person Centred Choice: Increasing Supported Persons’ opportunities to make choices and to continue to develop sustainable coping strategies by strengthening support networks and developing relationships.

- Meaningful Days: To facilitate Supported Persons to establish community living skills by identifying meaningful routines, interests, activities and roles.

The ELHSCP ambition across all our mental health services, regardless of the level of need, is that people are able to access the right help, at the right time, first time.

The contract is for a 3 year duration with the option for the Council to extend on 2 occasions by 2 years.

List and brief description of rules and criteria

Tenderers must be able to provide evidence of experience, capability and capacity of delivering the services outlined in this contract notice, including evidence of delivering similar services for people with complex mental health needs. Care Inspectorate (or equivalent) inspection information will be used to give the Council assurance of the tenderer’s ability to deliver the services at a standard of Care Inspectorate grade 4 or above. Insurance cover, financial standing information, climate change plan and quality systems evidence will also be required. Full details of the criteria are included in the tender documents.

three.2.2) Contract performance conditions

Staff performing the services will require to have the relevant disclosure checks with the PVG scheme. Management and staff providing the services are registered with the relevant professional body and qualified to the required SSSC practice standards.

The Service Provider must be registered with the Care Inspectorate with relevant registration for the delivery of the services.

The successful bidder must maintain registration with the Care Inspectorate throughout the duration of the contract.
