two.2.4) Description of the procurement
The Royal Parks Limited are procuring for TRP Trading Company Limited a Framework Agreement for the works contractor to be selected by a two-stage Restricted Procedure to deliver landscaping ground and turfing reinstatement works, by use of call-off contracts between the works contractor and the wholly owned subsidiary TRP Trading Company Limited of The Royal Parks. TRP Trading Company Limited will require the contractor to undertake the works to continue to maintain the standards in the landscaping ground and turfing reinstatement works, to provide and maintain world class public parks. Quality is a priority, as we aim to invest in the betterment of these precious parks.
A works contractor with significant capability is required to undertake the scale of works in the restricted timescales available, in as sustainable way as possible. The Framework Agreement will be used to contract with the landscaping ground and turfing reinstatement works contractor, who must have the equipment and operatives to carry out the landscaping ground and turfing reinstatement works for the parks as required, following major events, ceremonials, and other projects, and to address damage and mitigations or other requirements across the Royal Parks and adjacent areas. The Major Events including the Winter Wonderland in Hyde Park take place on an annual basis, and other events take place, when scheduled. The Framework Agreement and call off contracts will include for the annual reinstatement of the Hyde Park Parade Ground, although landscaping grounds and turfing reinstatement works in the other parks, including Regent’s Park will be required, at other times over the duration of the Framework Agreement. The works will range in size and nature and locations depending on the extent of impact on the park and location.
The Framework Agreement may be suitable for economic operators that are financially secure, adequately resourced with plant and operatives, and are able to deliver within demanding time scales. An economic operator may include large, small, or medium enterprises (SMEs), providing there is previous experience delivering works of similar scales including preparing the landscaping ground works to reinstate and lay turf in areas of up to 14 Hectares per year as well as for smaller and larger areas (up to 1Ha, 1 to 5Ha and 5 to 10Ha and 14Ha). The economic operator will require access to sufficient suitable turf and be able to meet the delivery requirements.
The 48 months will be extended to 60 months if required following an event(s) or circumstances to enable the impacts on Hyde Park and/or Regent’s Park and/or other parks to be addressed by reinstatement works prior to the award of a successor contract for reinstatements during 2028 or 2029.
