Justification:
On receipt of the current provider’s statement of intent, the Council completed an Options Appraisal regarding how it would want to move forward with the delivery of extra care housing at Hazelhurst Court, including insourcing to the Council. The decision has been to seek an open tender. The use of an accelerated procedure is to allow the Council to make an award decision with a required standstill period before the Christmas period and to allow the successful provider to undertake their due diligence in a safe an appropriate way. This is reflected in the timeline set out in Section 4 and the required score for MS1.
