This procurement is led by Cumberland Council on behalf of both Cumberland Council and Westmorland & Furness Council. The councils are going to the market for a modern, innovative Learning Management System which is intuitive, modern and user-friendly. The system must provide a complete Learning Management System geared towards the needs of the councils.

two.2.4) Description of the procurement

This procurement is led by Cumberland Council on behalf of both Cumberland Council and Westmorland & Furness Council. The councils are going to the market for a modern, innovative Learning Management System which is intuitive, modern and user-friendly. The system must provide a complete Learning Management System geared towards the needs of the councils.

The system must:

Provide access to a library of standard courses aligned to the needs of the council.

Allow courses to be tailored to suit specific groups and/or changing councils requirements.

Import existing customised courses and training materials

Provide a method of registering both internal and external users.

Provide a method of recording progress for all users.

Integrate easily with MS Teams to provide for online teaching and support.

Have a modern, accessible, adaptable, and intuitive user interface to enable all users to access the training courses regardless of ability - as a minimum the system must meet the requirements of EN 301 549.

Be accessible on all standard devices including mobile phones, tablets, laptops and desktop computers.

Provide real time reporting and monitoring of learner, groups, and courses.

Provide wrap around support for users, course leaders, and admin staff to enable a more person-centered approach to training and learning.

This procurement is to award two separate contracts, for the same system, with the same supplier one for each of the Councils. The Councils propose to enter into the contracts with the successful tenderer (service provider) for a maximum of five years. This is based on three years plus two optional extensions of up to twelve months each.

Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers.

The contracting authority reserve the right to use any electronic portal during the life of the agreement.

The value provided in Section II.1.5 is only an estimate and is for the maximum contract length.
