two.2.4) Description of the procurement
Sport England is tendering for the supply of consultancy to support Technical Assurance (TA). Sport England is seeking through this tendering process to set up a framework with a suitably capable Suppliers to provide these Services for a term of 48 months.
These services predominantly relate to those provided by the Quantity Surveying profession or similar and includes:
A. Review cost plans, design fees, environmentally sustainable measures (Building Regulations compliant and enhanced proposals) and advising on benchmark costs for facilities proposed. To ensure realistic costs are forecasted through the RIBA Stages of Work on a project based on current/past experience of similar built facilities and to challenge the Design team employed by the Applicant.
B. To develop and review new build versus refurbishment options plus associated Risks, costs therein from construction, sustainability (carbon and resources) and potential income loss by facility or across a portfolio of owned facilities.
C. In conjunction with the Design Framework review operational efficiencies of proposed development both in terms of overall layout design but also in context of Active Design / Active Environment.
D. To carry out / review proposed business plan projections (income and expenditure) either directly or by third party support (both within this Framework and the Active Environments Framework) and identify improvements therein.
E. To review proposed operation of facility in terms of LA, Trust, outsourced or in-house and offer support in utilising SE’s Leisure Services Delivery Guidance t. Interface role with Applicant’s Operator and potential interface with SE’s Active Environments Framework consultants on Strategic Planning.
F. To review procurement route, consultant and contractor frameworks available. To support both SE and the Applicants on potential ways forward to deliver their project through frameworks.
G. To review proposed programme by Applicant and Design Team. Appreciation and understanding of any necessary phasing related to build, grant spend or operation (for example new build on existing site, maintaining existing operational or temporary facility – swimming pool?).
H. Identify and propose relevant Conditions of Award and monitor their discharge. Support SE colleagues with proposed wording of Planning Consent Conditions and to comment / support on discharging of Planning Conditions imposed on facility development.
I. Monitor progress of works on site with programme, cashflow and payments. Aid process for SE Funding drawdowns with Applicant. Attend regular / monthly progress meetings
J. Develop Case studies both prior to start on site and post Practical Completion for possible use in promoting best practice in the sector and help inform other Applicants in their thinking and for submission and discussion at SE Board. Check copyright licences are in place for the publication and reproduction of all images and photography.

Provide leadership, coordination and overall project management for architectural and design services on specific projects as identified by the Technical Team.
Provision of Design support services to the National Sports Centres and other sites/projects dealing with elite and performance sport.
Provision of design support and Design Review Services to SE funded projects acting as design advisor to SE Officers and Project Monitors at various stages of a project development including ad-hoc design and access reviews of built facilities to establish life expectancy and options for asset transfer, upgrade and improvement. This shall also include pitch works and facilities associated with external physical activity.
Environmental sustainability. Support the “how” in the short term to reduce energy consumption to reduce cost and over the longer term “spend to save” and “how” to reduce the carbon footprint and improve wider environmental sustainability issues, (including, but not limited to biodiversity, water management and microplastics) of sport, leisure, active wellbeing facilities. Provision of energy audits on community buildings to assess what measures are appropriate to achieve vfm on investment made and reduction in consumption and create baselines (design improvements typically £5k to £500k).
Design input and guidance to standard facility Operator Procurement Documentation including designs, specifications and data sheets.
Input and management of website FAQ for design and technical queries.
Development of benchmark design layouts and specifications for sport & leisure facilities to include wet and dry provision.
Support Sport England in the development of potential Framework Agreements for common facility types and specialist goods, services and supplies.
Develop alternative design solutions for Sport England Officers and negotiate with grant Applicants over optimal design solutions.
Input to options appraisals for modernisation and improvement of existing facilities.
Input and alternate designs to modernise of non-sports buildings into spaces to provide opportunities for people to be more active e.g. retail, industrial units (boxing / gymnastics), churches into skateparks and similar.
Provision of design support and Design Review Services to DCMS funding of projects (for example Scottish FA, Welsh FA, Irish FA and other ALB and Government investments) acting as design advisor to DCMS and Other Bodies at various stages of a project development including ad-hoc design and access reviews of built facilities to establish life expectancy and options. This shall also include pitch works and facilities associated with external physical activity.
