Glasgow City Council is seeking a Provider to deliver a Housing First for Youth Service. The Council is committed to working collaboratively to deliver person-centred, effective services that support the individual with a relationship- based approach to work towards tenancy sustainment, (preventing homelessness), promoting health and well-being, and ensuring clear pathways to independent living whilst maximising young people’s potential.

It is anticipated that the Housing First for Youth Service will work with up to 35 young people across the City at any one time.

Glasgow City Council is seeking a single Provider to deliver a Housing First for Youth Service to young people aged 16 - 26th birthday and have a range of complex needs where support will be intensive, person-centred, built around an individual’s needs and goals, and is flexible to reflect the young person’s situation.

List and brief description of rules and criteria

Bidders must be registered with the Care Inspectorate as a Housing Support Service, confirm that all staff delivering the service comply with all SSSC registration requirements and confirm that all staff delivering the service and working with young people have undergone and passed full PVG disclosure checks.

Bidders will be required to provide two examples of their technical and professional capability in the past two years that demonstrate that they have the relevant experience to deliver the services as described.

Bidders must complete a Financial Viability template and submit 3 years audited accounts and pass the Council’s Financial Viability assessment.

Bidders must complete an insurance questionnaire and hold or commit to obtain the following insurance levels and maintain these throughout the duration of the contract:

Employers Liability minimum GBP 10 million in respect of each claim without limit to the number of claims. Public Liability minimum GBP 5 million in respect of each claim without limit to the number of claims. Abuse Cover minimum GBP 5 million in respect of each claim, without limit to the number of claims or GBP 10 million in aggregate, policy should be arranged on a claims occurring basis. Professional Indemnity – GBP 5 million in respect of each claim and in the aggregate, to be maintained for 3 years on completion of their service.

Bidders will be required to complete a Health & Safety Vetting Questionnaire.
