A single contract is being procured on behalf of DEVCO which is made up of the following organisations - Cynon Taf Community Housing Group, Merthyr Tydfil Housing Association, Hafod, and RHA Wales Group, (“DEVCO organisations”) for provision of heating equipment servicing, repairs, and installation works. Refer to tender documentation for full details.

The contract established following the procurement will run for a maximum term of ten years, with the option for DEVCO organisations to withdraw following the end of year 3, year 5 and year 7.

The estimated contract value per annum is 2,025,299 GBP exc VAT.

The core services required under this contract are as follows:

- Domestic gas servicing (ten-month cycle) and repairs to heating/hot water systems and gas supplies;

- Communal gas servicing (ten-month cycle) and repairs to heating/hot water systems and gas supplies;

- Capping / uncapping of gas supplies to void properties;

- Domestic - new boiler installations / heating system installations;

- Communal - new boiler installations / heating system installations;

- Domestic - heating system upgrade works / gas supply upgrade works;

- Communal - heating system upgrade works / gas supply upgrade works;

- Domestic - servicing and repairs to electrical heating/hot water systems;

- Communal - servicing and repairs to electrical heating/hot water systems;

- Servicing and repairs of pressurised hot water cylinders; and

- Solar thermal servicing and maintenance;

DEVCO organisations will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
