Norfolk County Council, working in partnership with Norfolk and Suffolk NHS Foundation Trust (NSFT), wishes to award a contract to a Provider to undertake a social recovery project for 15-18 year olds who are NEET, or at risk of becoming NEET.The successful Provider will deliver holistic wrap around Social Recovery Support for young people who are at risk of NEET in year 11, and young people 16-18 who are NEET, and who are not ready to engage in Education, Employment or Training provision due to emotional health and wellbeing needs. Initially the funding is £100,000, however we would like to work the successful provider to secure additional funding to allow us to offer a longer contract term and a more rounded service. The duration of the contract is likely to be 12 to 18 months with the option to extend, should we receive additional funding.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
