Procurement of a multi-lot Events Management Planning and Delivery Framework (EMF) that would service public events requirements (Major Events) for the Department of Culture, Media and Sport (DCMS) (Sporting Events, Ceremonials etc.), Other Government Departments (OGDs) (such as Foreign, Commonwealth and Development Office (FCDO)) and Arm length Bodies (ALBs). This procurement will be conducted under the forthcoming regulations of the new Procurement Act 2023 (PA 2023) effective from October 2024.

two.2.4) Description of the procurement

The Department has published this PIN to provide information on the planned procurement, as described below. This remains subject to internal approvals and the Department reserves the right to make amendments, or to not proceed with the procurement.

The Authority is seeking suppliers to form an Event Management and Delivery Framework. The services required include, but are not limited to:

•Major indoor and outdoor (metropolitan and non-metropolitan) event delivery
•Event planning, consultancy, design, delivery, coordination and management
•Event Manager Contractors
•Event security including crowd and traffic management, stewarding, security guards, crowd dynamic modelling, adaptation of facilities, security project management, close protection security (VIP security and access), outdoor and indoor crowd control. •Infrastructure (temporary structures), marquees, fencing and barriers, trackway and walkway.
•Professional Services (cost consultancy, strategic, financial consultancy), media services, communication, project management and/coordination, supplier health and safety advice.
•Accreditation
•Event health and safety
•Supply chain management (sourcing, and managing suppliers/sub-contractors, negotiating costs, delivery arrangement)
•Sustainability Consultation
•Event Technology Infrastructure (Digital security, Solar CCTV Camera Towers) Mobile Masts, WiFi System, PA Systems.

The purpose of this Prior Information Notice (PIN) is to:

Provide advance notice that the Authority is to consider undertaking a tendering exercise to set up new contract suppliers to form part of a Event Management and Delivery Framework under forthcoming Procurement Act (2023) provisions:

• Understand the market interest in this procurement and identify applicable suppliers.
• Identify suppliers who would like to participate in Early Market Engagement

PROCUREMENT APPROACH
This procurement will be conducted under the new Procurement Act 2023 (PA 2023) effective from October 2024, and the Authority intends to procure via a competitive flexible procedure.

This Prior Information Notice has been published for informational purposes only to provide the market with an update on the Departments proposed approach and to enable suppliers to prepare to respond. The proposed approach described here is subject to final internal approvals and assurances and the Department reserves the right to amend any details with regards to the proposed approach if necessary.

MARKET ENGAGEMENT

DCMS is inviting Market Engagement to gauge general interest in this provision.

Interested suppliers should respond to this PIN and email to register interest:
dcms-events-framework@dcms.gov.uk by 2nd September 2024.

A further information brochure (FAQs) will be circulated to registered suppliers alongside a Questionnaire/Survey.

Market Engagement sessions are in development, but anticipated to commence: w/c 16th September 2024.

There will be a number of opportunities to engage. This will include general overview session(s), lot specific events, and 1-1 drop-ins.

Please note OGDs are also likely to participate in these events.
