Provision of a Community Equipment Loan Service (CELS) for Cornwall and the Isle of Scilly. Cornwall Council is the lead commissioner of community equipment under the Better Care Fund Section 75 Agreement between Cornwall Council and NHS Cornwall and the Isles of Scilly Integrated Care Board (ICB NHS). The CELS service provides equipment and other assistive technology to meet the support needs of both adults and children.

The principal aim of the Service is to ensure that people who have been assessed by a Prescriber as requiring equipment to enable them to live independently, or with support as part of a package of care, are supplied with equipment, which is sensitive to their needs, in a timely manner. Equipment provided must be clean, safe and fully functional. The Service will address the needs of children from birth to end of life. The Service will support Prescribers across health, social care and education to ensure that all children and adults are given the opportunity to reach their potential in all areas of their life. The people using the Service are adults and children with a Prescriber assessed need to support their health or social care.

Description of options

The following areas of scope shall be considered optional. During later phases of the project the Council and NHS ICB will consider whether these scope areas shall be added to the CELS contract. The additional scope areas will require separate business case decisions. Areas of additional scope under consideration:

Dynamic mattresses service into nursing homes

• Provision of rental dynamic mattresses for treatment of pressure ulcers for individuals in nursing homes in Cornwall and the Isles of Scilly.

• Currently delivered by two external providers not CELS, circa £70k per annum.

• NHS ICB would like to consider this service element coming within scope of contract with new provider, which will be subject to a business case.

• Please see Dynamic Mattress service specification included within the Tender pack for further details.

NHS long term loan wheelchairs

• Wheelchair supply, spares, accessories, repair and maintenance service

• Bespoke moulded seating with powered wheelchair base

• Currently delivered by an external provider not CELS, circa £2.3million per annum.

• NHS ICB would like to consider this service element coming within scope of contract with new provider, which will be subject to a business case.

• Please see Wheelchair service specification included within the Tender pack for further details.

Continence products

• Currently delivered separately to CELS.

Together for Families (TFF) and NHS would like to consider this service element coming within scope of contract with new provider, which will be subject to a business case.

Home Improvement Agency

• Currently delivered by Cornwall Council

• A review of the service is pending, and subject to the outcome of the review the Council may consider this service element coming within scope of contract with new provider, subject to a business case.

Technology Enabled Care (TEC)

• Currently, a significant part of TEC is provided by Corserv and within Cornwall Council it is fairly limited to pilots (‘Just Checking’ and ‘Genie’).

• There is a new joint TEC strategy being developed, which will review our current position and consider delivery opportunities for the future expansion of the CIOS offer. This may result in a further expansion of the CELS offer, subject to a business case.

The Council is going out to Tender for the first time for a Community Equipment Loan Service (CELS). Providers in the marketplace the Council has engaged with have advised and recommended mobilisation and bedding in of the core CELS service first. After the initial 6 to 12 months of the mobilisation and contract, the Council will explore with the chosen Provider, the opportunity to extend the scope of the agreement into some or all of the areas detailed above in a phased manner, subject to internal business case approval and variation of the contract agreement as set out.
