The Authority is seeking bids from suitably qualified organisations to provide Citywide Advocacy services for both Adults and Children. The tender process be undertaken to award a block contract to a lead provider for the provision of all in-scope Adults and Children’s Advocacy Services. The initial term of the Contract is for a 3 year period (Estimated contract Start date 1 February 2024), Contract has the option to extend for a further (1 + 1 years).

The Authority is seeking bids from suitably qualified organisations to provide Citywide Advocacy services for both Adults and Children.Adult Social Care has a legal duty to secure the following statutory advocacy provisions:

• Independent Mental Health Advocacy (IMHA)

• Independent Mental Capacity Act Advocacy (IMCA)

• Independent Care Act Advocacy (ICAA)

• NHS Complaints Advocacy (ICAS)

Children Services have a statutory responsibility to provide independent advocacy support for any young person looked after by the Council

Description of renewals

The initial contract agreement duration is for 36 months; however the Authority

reserves the right to extend the duration of this agreement for up to 2 periods (1 + 1 years) up to a maximum of Twelve (12) months for each period, from the expiry of the initial term. If the full 2 years extension period is taken, the agreement shall have a potential value of £3,000,000.00

three.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions

Appropriate training which may, for example, initially be training in advocacy (non-instructed and instructed) or dementia or working with people with learning disabilities. Once appointed, all independent advocates should be expected to work towards City & Guild - Level 4 of the National Qualification in Independent Advocacy within a year of being appointed, and to achieve it in a reasonable amount of time, and to maintain the qualification once achieved.
