two.1.4) Short description

City of Wolverhampton Council (CWC) own over 22,000 properties within the city, that are managed across five managing agents; Wolverhampton Homes and the city’s four tenant management organisations (TMOs).

The Council is seeking a service provider who will deliver a tenant led scrutiny and engagement service for tenants in the scrutiny of the City of Wolverhampton Council’s Housing Services performance. The provider will work in partnership with the Council and its Managing Agents to establish a new scrutiny process to be imbedded into existing governance structures, recruit and support tenants and leaseholders to facilitate the scrutiny process and increase the number of tenants engaged in strategic consultation. The aim of the service is to enable tenants to influence, challenge and scrutinise performance and policy to improve service quality and outcomes for all.

The service will be completely independent of both the Council and its Managing Agents and will be accessible to all Council tenants and leaseholders, the service provision must therefore reflect a variety of needs and methods of engagement so that all tenants and leaseholders that want to be involved (to varying degrees) can.
