Provider to strategically lead and support the food insecurity approach in Derbyshire to ensure vulnerable residents have access to a range of solutions to give them access to affordable and nutritious food across Derbyshire (Excluding Derby City).

The Provider will: Lead and coordinate the Feeding Derbyshire and Affordable Food Networks and associated activities including but not limited to delivering an extensive programme of support to new and existing community food pantries.

Engage with key stakeholders including, but not limited to: Food banks, community pantries, community cafes, breakfast clubs, CVSs (Community Voluntary Support), Citizens Advice Offices, Age UK, FareShare, HIS Church, district and borough councils, the County Council, Locality health partnerships, Financial Inclusion Groups.

Deliver professional services, co-ordination and provide strategic support to the Council’s food insecurity programme for the Derbyshire population.

There will be a six-month mobilisation period from 01 October 2023 to 31 March 2024.

The Contract will commence on 01 April 2024 for an initial period of 2 years, with the option to extend for a further three 12-month periods, up to a maximum of 5 years subject to available funding.

Derbyshire County Council will incorporate a minimum 10 calendar days (or 15 if non electronic or fax methods used) standstill period at the point information on the award of the contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as possible.
