London Borough of Tower Hamlets is looking to procure suitable Provider(s) to deliver Young People’s Supported Housing Pathway services.
The Contract Period is initially for a period of three years, although the Authority reserves the right to extend the Contract on the same terms for further periods of 12 months, up to 24 months, making a total possible Contract Period of Five years.
The estimated total contract value of this Contract is £1,735,000 (exc VAT) and split across the four Lots:
(1) Lot 1 – £685,000
(2) Lot 2 – £485,000
(3) Lot 3 – £210,000
(4) Lot 4 – £355,000.

The Young People’s Supported Housing Pathway is designed to provide accommodation and support services to YP aged 16 to 25, who are in and on the edge of care, such as (but not limited to): looked-after children (LAC), care leavers (CLs), unaccompanied asylum-seeking children (UASC), YP who are former UASC, homeless YP, YP at risk of homelessness and young parents (with their babies).
The services for Lot 1 are made up of:
• 20 High Support units - Split between YP aged 16 and 17 (Ofsted-registered) and YP 18 and 19 – 24/7 staff on site
• 2 Emergency Beds - For YP 16-17 (Ofsted-registered) - 24/7 staff on site
• 4 Medium Support units - 5 hours per day of staff on site + night concierge
The successful Provider will enter into contract with London Borough of Tower Hamlets initial contract term is three years, although the Authority reserves the right to extend the Contract on the same terms for further periods of 12 months, up to 24 months, making a total possible Contract Period of Five years
The Lot 1 annual contract value is £685,000, making the total possible Contract value of £3,425,000.

Section three. Legal, economic, financial and technical information
three.1) Conditions for participation
three.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

Lot 1 Bidders must be Ofsted registered with the certificate matching those of the services proposed in the bid
Where staff members are due to work directly with children and YP, providers must obtain an enhanced Disclosure and Barring Service (DBS) check
The Council expects all support / key workers, and other members of staff involved in the care delivered to children and YP, to have:
• an awareness and understanding of the experiences of homeless YP, UASC, LAC and CLs, and the challenges facing YP in transition;
• an understanding of the communication needs of YP, including diverse language skills and an ability to deploy creative approaches when engaging with YP;
• the interpersonal skills necessary to build trusting relationships with YP in order to promote independence, including the skills needed to respond to challenging behaviours, in a safe and effective manner;
• an awareness and understanding of the social and emotional needs of teenage parents and other vulnerable YP, and the challenges they face;
• an awareness and understanding of child development and best practice in promoting healthy living;
• an understanding of the legal framework around children’s rights and services, as well as homelessness-related legislation; and
• an understanding of the roles of different professionals and agencies involved in the care and support of YP with complex needs (e.g. children’s social care services, child and adolescent mental health services).
Service / Registered Managers must have experience of delivering services to YP and must, as a minimum, possess:
• a recognised social work qualification, such as a Certificate in Social Service (CSS), a Certificate of Qualification in Social Work (CQSW), a Diploma in Social Work (DipSW) or a Social Work Degree; or
• a relevant NVQ Level 4 professional qualification, or equivalent

For the avoidance of doubt, all costs incurred by any applicant and/or tenderer before signature of any contract with Tower Hamlets shall be incurred entirely at that bidder's risk.
