EQUANS Services Limited on behalf of North East Lincolnshire Council (the Authority) is seeking a suitably qualified principal contractor to undertake the design and construction of two new schools, with vehicular access located within North East Lincolnshire.

Each school will provide primary education for 210 place provision for pupils aged 4 to 11 years old (Key Stage 1 and Key Stage 2), including separate SEN provision, and will be critical infrastructure assets to the local community and surrounding area, providing much needed localised primary school places.

The schools will be located at Sunningdale in Waltham and Matthew Telford Park in Scartho.

two.2.4) Description of the procurement

The Authority have a statute duty to ensure the sufficient provision of school places to meet the needs of the borough. Due to recent and ongoing new local housing developments within the borough there will be a negative impact upon existing localised provision.

Waltham village is naturally divided into two areas, East and West. The east wing of Waltham is served by Waltham Leas Academy. Currently the roads adjacent to Waltham Leas are extremely congested with school drop off and pick up traffic.

The Sunningdale school site is located in the East area, and surrounded by established residential estates. The site is approximately 1.39 hectares in size and is bounded by Sunningdale to the south, Woodhall Drive and Lindrick Walk to the north and west, and Archer Road to the east.

Waltham has recently seen the construction of several new small and large residential developments; with more under construction or planned in the near future.

The design and construction of proposed new primary school with vehicular access from Sunningdale, Waltham, Grimsby will provide an additional 210 place provision for Key Stage 1 and Key Stage 2 pupils, including SEN provision within the village of Waltham.

By actively targeting and supporting SEN pupils within their immediate locality it is hoped that with support they will gradually be able to continue their education journey within their mainstream provision.

two.2.4) Description of the procurement

Scartho Top development is partially complete. Scartho village has two primary academy schools located within the area, Fairfield Academy and Springfield Primary Academy, and an Infants school, Scartho infants and nursery school. These schools are already at capacity. The proposed new school would alleviate pressure on the existing schools within the Village and serve the growing local community.

The Matthew Telford school site is a green field site off Matthew Telford Park which has been allocated for Education use since the commencement of construction of the surrounding estate.

The site is approximately 1.53 hectares in size and is bounded by open land, leading to housing development on Ryedale Way to the south, open land leading to a Care Home to the west, the Aldi's site off Matthew Telford Park to the north and public open space to the east, going on to additional housing development. As part of the supermarket development, the access drive to the new school has already been established.
