Transport for London conducted this procurement on behalf of the Greater London Authority (GLA). The GLA, on behalf of the Greater London Returning Officer (GLRO), require a service provider for the Design, print, distribution and project management of approx 18 million ballot papers for the Mayor of London and London Assembly elections, which will be held on the 2 May 2024. There are three contests across the elections: The Mayor of London, the Constituency London Assembly, and the London-wide Assembly. There will be three ballot papers to reflect the three elections.

two.2.4) Description of the procurement

The Greater London Returning Officer (GLRO) is responsible for the Mayor of London and London Assembly elections, which will be held on the 2 May 2024. There are three contests across the elections: The Mayor of London, the Constituency London Assembly, and the London-wide Assembly. There will be three ballot papers to reflect the three elections.

The supplier will be responsible for the design, print and delivery of approximately 18 million ballot papers ahead of polling day so that every eligible registered voter has the opportunity to vote. This is a statutory requirement.

Please note that the reason for providing a range of the costings rather than an actual figure, this is because of the nature of the contract. The contract has been awarded 10 months in advance of the elections in May 2024 the actual electorate number is not known currently and will not be confirmed until closer to the date of elections.

Therefore, bidders were requested to provide costs for a range of voter numbers and page sizes due to the unknown electorate number and page size of the ballot papers at tender stage.
