Horsham District Council requires Business Waste Disposal services for all the waste and recycling materials that the Council collects from businesses in the Horsham District areas and areas in the west of the Mid Sussex District.The running service requirement commences from when a Council Refuse Vehicle arrives at the appointed supplier’s designated collection point; the appointed supplier must take receipt of all waste & recycling materials from the Council Refuse Vehicles, separate and process the materials as required and ultimately arrange for their incineration, recycling & return into the supply chain or other most suitable end-disposal that is the most environmentally correct end-of-life protocol.The specification is divided into three lots that will be awarded independently of each other. All three contracts are predicted to commence on 1st February 2023 and run for five years until 31st January 2028; each contract can be extended for two years up to 31st January 2030

Lot One: The Council requires a supplier to arrange disposal of the three primary Business Waste Streams (General Waste, Mixed Dry Recycling and Card & Paper). These materials are collected at present by 26T RCV vehicles. The Council estimates throughout the lifetime of the contract for 5500 tonnes of refuse, 520 tonnes of mixed dry recycling and 105 tonnes of card & paper to be disposed of each year.Included in the general waste figure is two tonnes of general waste collected on a weekly basis in Roll on Roll off containers.At present, the Council’s mixed dry recycling provision includes 10% card & paper (including shredded paper), glass, plastics, cartons, aerosols, clean tin foil and tin cans. All recycling is loose and is not bagged.Contract required to commence 01/02/2023 and run for five years up to 31/01/2028; there will be one extension option only to extend for two years up to 31/01/2030.

The Bulk Bag waste is primarily composed of general household waste (i.e. DIY or common house waste).Contract required to commence 01/02/2023 and run for five years up to 31/01/2028; there will be one extension option only to extend for two years up to 31/01/2030.

Horsham District Council has released this PIN for the dual purpose of giving advance notice to suppliers of the future intended tender and to approach the open market for assistance with building the Council’s Tender Specification(s).The Council has prepared a Supplier Questionnaire to give suppliers the opportunity to help clarify several areas in the disposal of Commercial Waste & Recycling and to enquire on any new / best market practices that the Council should be aware of to ensure our Tender Specification allows the appointed Supplier(s) to provide a best value service.The Council is also providing opportunities to book a 45-minute session with the Tender Project Team to allow suppliers who complete the Supplier Questionnaire to explain their responses in an open discussion format (over Microsoft Teams). These 45-minute sessions will be held on Friday 12th August 2022.If you want to provide the Council with feedback on current, new and best practice recommendations in the provision of Commercial Waste & Recycling Disposal, please email procurement@horsham.gov.uk requesting a copy of the Supplier Questionnaire and return a completed version by email to the same address. Upon receipt of your completed Supplier Questionnaire, we will email back with an available time on Friday 12th August 2022 to hold the 45-minute engagement session.There is no deadline to send the Council your completed Supplier Questionnaire BUT if you want to participate in the Supplier Engagement Day you must email your completed Supplier Questionnaire to us by no later than 12:00 Thursday 11th August 2022.Neither failing to respond to this questionnaire will mean exclusion from any potential tendering opportunity going forward nor can the Council guarantee any inclusion in any potential tendering opportunity if you do respond to this Questionnaire.
