Norfolk County Council wishes to award a contract to a suitable Provider to deliver an adult autism short-term social care service. The council wants to work with a suitably qualified and experienced Provider to work with autistic adults to prevent and reduce social care needs. We are looking for an ethical provider that will deliver value for money and a high-quality service that will be responsive to the needs of autistic adults. The service aims to prevent and reduce emerging social care needs through effective short-term interventions (of up to 12 weeks) and improve access to community and universal services preventing the escalation of need.

Norfolk County Council wishes to award a contract to a suitable Provider to deliver short-term social care support services to autistic adults. The council wants to work with a suitably qualified and experienced Provider to work with autistic adults to prevent and reduce social care needs. We are looking for an ethical provider that delivers value for money and a high-quality service that will be responsive to the needs of autistic adults. The service aims to prevent and reduce emerging social care needs through effective short-term interventions (of up to 12 weeks) and improve access to community and universal services preventing the escalation of need. The service will work with autistic adults referred from Norfolk County Council's front door and locality teams to work one-to-one on a specific need (for example to improve daily function, quality of life, overall wellbeing), put in place a light touch plan and review to achieve good outcomes, defined by the service user. The expected outcome of the service is that service users will gain confidence and independence, empowering them to make informed choices about how best to manage and maintain their emerging social care needs and prevent the need for more costly care.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
