Introduction
Parking and loading enforcement is required on the Transport for London Road Network (TLRN) to reduce congestion, improve bus reliability, and improve the safety of the network.
A Preliminary Market Engagement (PME) for London Red Route Enforcement Services has already occurred and is now complete.
Following the recent PME conducted by TfL, the following changes and additions are to be made to 1. Duration and Value and 2. Scope:
1. Duration and Value
- The initial contract will be five (5) years with options to extend up to five (5) further years (changed: this has been increased from a 2 year initial period).
- The total contract value excluding VAT is estimated to be in the range of between £50 million to £100 million value of purchase orders over 10 years (changed: this has been increased from initial estimate of £11.7 million)
- There will be a fixed pricing fee element and variable element (this is additional information)
- There will be incentivised KPIs covering: Officer Coverage, Deployed Officer Hours, Penalty Charge Notice (PCN) Error Rate, Cancelled PCNs, Signs and Lines Fault Reporting (this is additional information)
2. Scope
- Deployment of personnel to conduct on-street enforcement across the TLRN of parking contraventions (unchanged)
- Reporting of signs and lines faults and issues pertaining to red routes across the TLRN (unchanged)
- Provision of the parking enforcement application enabling the issuing of PCNs (changed: previously TfL's App was to be used, now from day one the supplier will provide it)
- Provision of all handheld devices to facilitate the issuing of PCNs (unchanged)
Overview of the Requirement (unchanged)
We are looking to select and procure suppliers in relation to the provision of on-street patrols to priority locations and hotspots to prevent non-compliance with road regulations and support TfL's management of the TLRN in accordance with our traffic management duties and the objectives of the Mayor's Transport Strategy. Activities will include civil enforcement in line with our standards, engagement with motorists and businesses, issuing of Penalty Charge Notices and reporting of faults in respect of signs and road markings on the TLRN.
