Contract Details Notice
This Contract Details Notice is published in accordance with the Procurement Act 2023 to
notify the market that a contract has been awarded for the provision of on‑street parking and
loading enforcement services on the Transport for London Road Network (TLRN).
Parking and loading enforcement is delivered on the TLRN to reduce congestion, improve bus
reliability, and improve the safety of the network.
Key requirements:
Deploy, manage and supervise on‑street officers to priority locations and network "hot
spots" to deter and address non‑compliance with road traffic and parking regulations and
associated legislation;
Undertake on‑street civil traffic enforcement in accordance with TfL standards and
relevant legislation, including the issue of Penalty Charge Notices (PCNs);
Engage constructively with motorists, businesses and the public to promote compliance
and support road safety goals;
Identify and report defects in signs, lines and other traffic management infrastructure on
the TLRN;
Provide and maintain, from contract commencement ("day one"), the full technology
stack required for enforcement - including a Parking Enforcement Application (PE App),
back‑office systems and handheld devices - integrated with TfL systems via open APIs;
Contribute to TfL's statutory traffic management duty and the aims of the Mayor's
Transport Strategy by reducing congestion, improving bus reliability and enhancing
network safety.
2. Scope
S1 On‑street patrols & civil traffic enforcement:
Coverage across the entire TLRN at times and frequencies directed by TfL, and issuance of
PCNs in line with legislative and TfL policy requirements.
S2 Fault reporting:
Real‑time logging of any missing, damaged or illegible red route road markings, signs or
posts into TfL's asset management portal.
S3 Enforcement technology:
Supplier‑hosted enforcement application certified to the UK G‑Cloud cyber security
baseline, plus ruggedised handheld devices with live data connectivity and
ANPR/photo capture.
S4 Data & performance reporting:
Annual, periodic, weekly and daily reporting packs, daily data exports, and dashboards.
