two.1.4) Short description
Cumbria County Council is seeking to procure a CLA PEP & Data Collection Service. This comprises of two key elements as follows:
• The collection of a defined set of data for Children Looked After (CLA) by Cumbria County Council. This data set is as follows
o School Attendance
o School Suspensions
o Academic Progress (Attainment)
This data is to be collected (from those schools attended by the CLA) by the supplier and provided to the council’s virtual school electronically on an agreed basis dependant on data type (daily in the case of absences).
• Provision of a cloud-based electronic Personal Education Plan service to be used by the council’s virtual school and other parties (teachers and social workers) involved in the CLA’s education to track attainment and education action plans for the CLA. This will include the process to request, approve and monitor Pupil Premium+ (PP+) funding.
The Council will procure these services under a single contract from a single supplier and only bids meeting this requirement will be given consideration for assessment.
The contract will be for 24 months with the option to extend for a further two periods of 12 months each.

two.2.4) Description of the procurement
Cumbria County Council is conducting the procurement using the open procedure in accordance with the Public Contracts Regulations 2015 (PCR) for the purpose of procuring the services described in the Service Specification (Services). The council is procuring these services under a single contract from a single supplier.
Only bidders that get through the Pass/Fail stage of the process will move on to their written bid and pricing schedule being scored (refer to schedule 3 and 4 of the ITT) and will be invited to give a demonstration (refer to schedule 5 of the ITT). Potential dates for demonstrations are stated in the Tender Timetable at 2.1 of the ITT and these dates should be kept free. Any bidders that do not get through the Pass/Fail stage will be notified on the date stated in the timetable at 2.1 of the ITT.
