TfL provide a medical benefit to c. 5,800 employees and some family members, through a healthcare trust arrangement via their own trust deed. In total c. 10,000 employees are eligible to join as members of the scheme, and members can voluntarily opt in and out meaning the total number of actual members may increase or decrease throughout any given scheme year.

TfL is conducting this procurement through the Competitive Procedure with Negotiation (CPN) procedure to identify a service provider for the Private Medical Benefit Administrator requirement.

two.2.4) Description of the procurement

4.1. This procurement is for the provision and administration of private medical benefits in Transport for London (TfL):

• Administration service is extremely important to TfL. TfL’s chosen administrator needs to provide excellent service to both TfL and the private medical benefit scheme members.

• TfL are keen to work with an administrator who can procure and manage medical treatment spend appropriately. Bidders should demonstrate that they can control costs effectively and work with TfL to manage claims spend

• Administrators must demonstrate their ability to manage the transition of the scheme effectively and seamlessly, with no disruption to TfL or the plan members.
