The University is launching a procurement to complete construction and refurbishment works to Hugh Stewart Hall which is situated on the University Park Campus. The potential scope of works is summarised as follows:- • Refurbishment of the existing accommodation comprising circa 323 student bedrooms, common spaces and social spaces (1930 Block = 105 bedrooms, 1960 Block = 218 bedrooms); • Works to the existing Hall building fabric including window and door replacement; replacement of mechanical and electrical services installations• Overcladding of the 1960’s Block• New two storey Amenity/Welcome Hub extension to include new kitchen facility, dining area and social space• Landscaping works in the immediate vicinity of Hugh Stewart Hall

The procurement process will follow the Two Stage Tendering Process as described in The Royal Institute of British Architects (RIBA) Plan of Work. The objective is to allow for early facilitating and collaboration between the Employer and the preferred Contractor. The outcome of this ITT will select the preferred Contractor. In accordance with Regulation 86 and 87 of the Public Contracts Regulations 2015, the contracting authority has incorporated a minimum 10 calendar days standstill period starting from the day when contract award was notified to the bidders. Unsuccessful bidders will be provided with a debrief in the award decision at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operator and the name of the economic operator to be awarded the contract. Tenderers have a right to appeal provided for within the Public Contracts Regulations 2015. Any such proceedings must be brought in the High Court of England and Wales.
