This document provides details as to the contractual arrangements and contractor responsibilities for all contracts carried out under a Disabled Facility Grant or for a disabled person not in receipt of grant funding but being provided with assistance by the Council ("the Client").
Prior to tendering the contractor must ensure that they are fully conversant with the terms and conditions of the contract and the works required and should raise any questions as to the scope of the works with Winchester City Council prior to submitting a tender.
It is strongly recommended that Contractors visit the property involved to satisfy themselves as to the location and feasibility of the works and any factors that may affect their identified duties under Regulations as detailed above.
No claim for additional costs will be allowed where they result from lack of knowledge or understanding.
The Contractor's tender must include for all preliminaries, management costs and profit and for clearing and removal of all rubbish and spare materials.
Tenders are to remain open for acceptance for a minimum of 26 weeks from date of submission

two.2.4) Description of the procurement
Winchester City Council "The Council" are inviting tenders for the Provision of Works Under Disabled Facilities Grants. It is anticipated that the contract will commence on 1 September 2022 for a 3 year period until 31 August 2025. There is an optional extension of 12 Months (3 + 1).
The anticipated value of this framework is circa £3,000,000 over 3 + 1 Years. The contractors will be recommended to applicants for works, but there is no guarantee of work as a result of being appointed onto this Framework.
The Council wishes to create a framework of Contractors it can recommend to Disabled Facility Grant (DFG) recipients for the provision of bathroom adaptations and other minor works.
The Contract for any works carried out by Contractors will be between the Contractor and the grant recipient and no contract for works will exist between the Contractor and the Council.
The Council's expected target is to appoint 10 Contractors to the Framework and the Council will agree a fixed schedule of rates for the works which will be applicable to each of the Contractors.
The Framework is applicable only for works under grants approved by the Council's Private Sector Housing Team.
