Ashford Borough Council is seeking a Supplier to provide civil enforcement of HGV overnight waiting ban in various roads in the borough of Ashford. This includes; issuing of Penalty Charge Notices (PCN) under the Traffic Management Act 2004 and any amendments, clamping the HGV following service of a PCN, maintain a relationship with a PCN payment processing company and upon the payment of the penalty charge and clamp release fee remove the clamp from the HGV.
