An existing staff team is already in place and would be expected to be employed by the new delivery agency via Transfer of Undertakings (Protection of Employment) regulations (TUPE) and retain their current conditions and rate of pay.

This list contains details of questions received from prospective bidders to which the following additional information has been provided. This page will be updated periodically.
- Question: Can additional documents and reports be included in support of the tender?
- Answer: Yes.
- Question: Regarding 'Outline Specification 2: School Holiday Outreach / Detached Work'
- "Service to include school holiday outreach / detached youth work sessions. Outreach to include actively seeking to identify and provide support to young people not engaging with youth services and not causing trouble but still in need of support."
Is there any specific expectation around this outreach work and how it operates? E.g. frequency. Would this be in addition to the regular youth clubs, or in place of? Does the provider to present a delivery plan?
- Answer: Other than the description there is no specific expectation of how this will operate or whether this will be alongside or instead of regular session/s. We would like to see a delivery plan proposing the different types of interactions that the contractor could provide (e.g. outreach / detached work with or without formal youth sessions) and what that could look like in practice.
- Question: Regarding 'Outline Specification 4: Delivery'
"To be led by professionally qualified (JNC) youth workers."
We assume this means that the service needs to have qualified workers at the oversight / leadership level, not that all workers should be JNC qualified. Is this correct?
- Answer: Yes
