two.2.4) Description of the procurement

The Peer Mentoring and Education Service (PMES) aims to prevent and reduce the impact of mental health conditions on young people (YP), promote positive conversations about mental wellbeing, and provide innovative programmes of support with and for young people, predominantly those of secondary school age, across Camden. The service consists of two elements. The flexible Peer Mentoring service, led by, and accessible to, young people in Camden delivers focused programmes across a range of youth settings, The service delivers peer support, both individually and in group settings, as well as training older adolescents as peer mentors to deliver structured programmes for other young people.

The council intends to award the contract Fitzrovia Youth in Action following Direct Award Provider C as set out in Provider Selection Regime.

The award of contract to Fitzrovia youth in Action will be for an initial period of three (3) with the option to extend for a further two (2) years for the total sum of £1,031.840.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 16 March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The proposed Contract Award has been approved by the Executive Director of Adults and Health following Consultation with the Cabinet Member for Health, Wellbeing and Adult Social Care at the London Borough of Camden.

There were no Conflicts of interest identified among officers involved in the process.

In accordance with Direct Award Process C under the Provider Selection Regime, a thorough assessment of the proposed provider was undertaken against the following Key Criteria:

The Provider has been assessed on a Pass / Fail basis against the key criteria to ensure they will satisfy the new contract to a sufficient standard.

Fitzrovia Youth in Action submitted a robust response within the set financial envelope. The submission demonstrated strengths in all relevant areas of the key criteria.
