Newcastle City council is seeking to procure a cloud-based fully operational digital GIS Site Assessment Tool (SAT) that can perform key essential site assessment analysis to comply with the Government's prescribed planning tests for housing and employment development sites: identifying land suitable for homes and employment through assessment of future development sites and testing the expected urban capacity. As part of this work, and following changes in national Planning Reform and proposals for a digital planning system, we are seeking a digital solution to help identify and assess land which may be available for development.

As part of the SAT development, we seek a software solution with the ability to incorporate broader development data and categorisation currently held in a Housing and Economic Land Availability Assessments (HELAA) database, thus replacing our current database and excel spreadsheet arrangements for the HELAA database
