The object of this contract is to provide support to local authorities and the LMS Project Board to:
-allow for a year of collecting data using both the LEAMS and LMS methodologies side by side by all local authorities and
-put in place the required actions to allow a transition from using LEAMS as the national reporting method to the Litter Monitoring System from 2022/23.
-Develop new performance metrics for the Local Government Benchmarking Framework (LGBF) as delivered by the Improvement Service
The contract will run from 12th April 2021 until 31st March 2022, however we may extend beyond this date based on additional funding which may be made available.

four.1) Description
four.1.1) Type of procedure
Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:
The supplier currently operates the national LEAMS reporting system and supports Scottish Local Authorities with verification and data reporting requirements. No other supplier has the capacity or capability to use the LEAMS reporting system in this way. They have delivered this support for 16 years.
This unique technical knowledge and experience will allow the supplier to support authorities to collect data using both methods during 2021/22 and put in place the requirements to transition fully to using the new method in 2022/23.
The supplier is also experienced in working to the Local Government Benchmarking Framework requirements for establishing performance metrics and indicators and has experience in the process for creating new metrics, including understanding the trend data from the historic data sets gathered from LEAMS, this will be a crucial deliverable of this contract.
The supplier holds existing relationships with local authorities through the existing national scheme which will help to facilitate the changes required and ensure support and buy in for transition to the new Litter Monitoring System transition process.
Due to the existing relationships and experience, the supplier is able to deliver from the start of the contract, with no “ramping up” or upskilling requires, providing the best chance of delivering the project on time and to budget.
The supplier shall undertake the following:
- Managing relationships with local authorities through the period of change and onboarding to the new system including completion of a standardised zoning data set;
- Support and training to authorities on the integrated data collection required using LEAMS and LMS for 2021/22;
- Completion of verifications surveys to include the new method alongside existing work done on LEAMS scheme;
- Supporting the development of the LGBF performance metrics using the historic trend data recorded through LEAMS and in comparison, with the data recorded using the new LMS method including finalising the sampling requirements.
