Provision of supervised short stay breaks, sourced by the provider, to children and young people aged 7 – 17years old who are experiencing difficulties which might put them at risk of family and/or placement breakdown. The geographical area covers the Western Trust area. The Target audience are children/young people who are at risk, identified and referred by the existing Social Worker to the Family Response Service Social Work manager. It is envisaged, the provider will be working closely with the Trust Social Work teams.

The Western Health and Social Care Trust wishes to inform the market that they are planning to procure the Provision of Short Stay Breaks for children and young people aged between 7-17 years old in the Western Health and Social Care Trust Area, who are experiencing difficulties, which may be putting them at risk of family and/or placement breakdown.

SERVICE - It is envisaged, these short stay breaks will be a peaceful and secure place of sanctuary for the children and young people and will have clear objective(s), which should be discussed and agreed with the child / young person and Social Worker at the outset.

The Geographical Area covered by the Western Trust Area – Northern Sector (Limavady, Derry to Strabane) Southern Sector (Sion Mills to Enniskillen).

Note – Place of Performance has been completed in this notice as Derry City & Strabane and Fermanagh & Omagh however the Trust has not made a final decision in this regard. The tender documents when advertised will detail where the service is to be delivered.

Beneficiaries will be identified and referred by the existing SW to the Social Work Manager for Family Response Service using an agreed referral process. It is envisaged, the provider will be working closely with the Trust Social Work Teams. Services will be available 52 weeks of the year including Christmas, New Year and during all other traditional holiday periods such as bank holiday weekends throughout the year.

The Western Trust wishes to carry out pre-tender market engagement with interested providers using a Pre-tender Market Engagement paper.

The purpose of this PIN (Prior Information Notice) and the paper is to raise awareness of an upcoming procurement; gauge the level of interest in the provision of such services; engage/receive feedback from the market by outlining the Western Trusts proposals for the delivery of this service, its procurement plans and requirements, in advance of any formal tender process. It is in the interests of transparency and equal treatment that a paper-based approach is being taken which is being conducted in writing.

This Prior Information Notice (PIN) has been published by the Western Health and Social Care Trust. This PIN is intended to inform the market that the Western Trust are proposing to award a contract for the following service - Provision of Short Stay Breaks for Children and Young people aged 7-17 years old in the Western Health and Social Care Trust Area, therefore wish to carry out pre-tender market engagement with interested Providers. In the interests of transparency and equal treatment a paper-based approach i.e., Pre-Tender Market Engagement Paper, conducted in writing is being used for the purpose of pre-tender market engagement in advance of any tender process. The purpose of this exercise is to engage with and receive feedback from the market by outlining the Western Trusts proposals for Provision of Short Stay Breaks for Children and Young people aged 7-17 years old in the Western Health and Social Care Trust Area, which includes key elements of the service, and its procurement plans and requirements. The Paper, which includes a questionnaire, will be available on eTendersNI (https://etendersni.gov.uk) under resource ID CFT 4740589. Please ensure you are registered with eTendersNI. Interested providers MUST submit their response to the questionnaire via eTendersNI messaging by 17:00 on 24th March 2023. Any interest shown in the pre-tender market engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise. This Tender is governed by the Public Contract Regulations 2015. The service being tendered is classified as a ‘Social and other specific service’ therefore the Light Touch Regime (regulations 74-77) applies. This pre-tender market engagement will take the form of a Paper and questionnaire for providers to respond to if they so wish.
