This is a notice for social and specific services in accordance with directive 2014/24/EU
Article 74 Health, Social and related services.
This tender is for an annual opening of the Integrated Residential and Nursing framework
agreement with two call-off contracts, one using ECC terms and conditions and the other
using NHS Terms and conditions. This framework is broken down into 3 lots:
Lot 1 - Residential care for older people (65+) commissioned by ECC using ECC terms and
conditions, this will be operated using a Preferred Supplier ranked List
Lot 2 - Nursing care for older people (65+) commissioned by ECC using ECC terms and
conditions, this will be operated using a Preferred Supplier ranked List
Lot 3 - Nursing care for all aged adults (18+) commissioned by CCGs using NHS terms and conditins, this will be operated using a preferred supplier ranked list.

The procurement involves the establishment of a framework agreement In the case of
framework agreements, provide justification for any duration exceeding 4 years:
A 6 year framework agreement is permitted pursuant to the Public Contracts Regulations
2015 as the service is subject to the Light Touch Regime, therefore the length of the
framework can be as determined with relevance to the type of service by the contracting
authority and is not limited to 4 years. ECC will opening the framework will open the
framework for new bidders annually
