two.2.4) Description of the procurement

Detailed Requirements

1. Design a virtual production solution and specification to a UK or British standard

(transposing European Standards) within the scale and scope of the project that can provide

several core elements including a video wall (approx. £180-200k spend on screens

minimum), tracking system and camera to work with the video wall, a virtual camera rig to

work in a green screen environment at the same location, the computing solution to support

virtual production in real-time against the LED wall and in a green screen studio using game

engine technology to provide the core assets onscreen. Other aspects of the design include

the provision of a full body motion capture and facial capture rig plus necessary computing

provision. All to be installed in an existing studio facility on the 5th floor in our Belfast

campus. The equipment will be used for teaching students about virtual production, on

student productions and for working with industry on research projects. The facility is

therefore primarily going to be used by students in the execution of coursework, research

projects and other creative projects to maximise learning opportunities in the field of virtual

production. Students using the facility will come from Film, TV, Gaming and Animation

backgrounds primarily. The facility will also support training and development of local

industry partners.

2. Source, order and supply virtual production equipment meeting UK or British standards as

per the specification outlined at point 1 above. The supplier will be responsible for providing a

turnkey solution within the cost parameters and ensure the delivery of all goods on site by

end of February 2021 ready for installation (if not sooner).

3. Install the virtual production technology solution at York Street, Belfast The installation,

testing and calibration of the system solution as a turn key provision. System to be left fully

operational, calibrated and tested before completion.

4. Offer 3 days training to technical and academic staff on site

Supplier to provide expert training to Ulster University technical and academic staff for three

days on the system when installed.
