Peterborough City Council's (PCC) Care & Repair Home Improvement Agency, part of the Adult Social Care Home Service Delivery Team, anticipates undertaking a procurement exercise for the provision of a Dynamic Purchasing System (DPS) for contractors to deliver grant funded adaptations and building works.

two.2.4) Description of the procurement
The Authority wishes to invite Potential Providers to submit a Request To Participate for the supply of Services and/or Works in respect of the construction of large-scale adaptations to domestic properties to provide disabled living facilities and the provision of repairs assistance to low income and vulnerable, owner occupiers of domestic properties. The successful DPS Provider(s) will be responsible for providing these Services and/or Works and liaising closely with the contract managers identified by the Authority.
This DPS is for use by the Authority only.
The DPS’ period of validity will be for an initial core period of four (4) years from 1st May 2023 – April 30th 2027 following which the Authority shall be entitled to extend that period by a further period of up to four (4) years, in four (4) increments each of twelve (12) Months (each twelve (12) Month increment being an “Extension Period”) resulting in a maximum DPS term of 8 years.
The estimated value of DPS Call-Off Contracts placed within the Peterborough City Council boundary is approximately £5,211,072.00 over the course of the DPS. However, the Authority’s requirements may vary over the term of the DPS, hence the total value of the DPS if varied may increase to a value of approximately £7,711,072.00.
Whilst the DPS is being established initially to deliver the Services and/or Works detailed in this General Specification within the boundary area of Peterborough City Council and to clients of Care and Repair with access to statutory grant funding for the works, the Authority wishes to highlight the length of the DPS and DPS Agreement and therefore wishes to address the potential need for variation during the DPS’ period of validity.
The Authority anticipates that it will vary this DPS to expand it during its period of validity via the introduction of new Lots which will be focused on specific geographical areas. This will allow the Authority to use the DPS to deliver Services and/or Works of a similar nature to that set out within this General Specification within counties bordering the unitary authority of Peterborough City Council.
Additionally, whilst the DPS is being established initially to deliver the Services and/or Works detailed in the General Specification to clients of Care and Repair who can access statutory grant funding, the scope of this DPS may be modified to include clients of Care and Repair Service who cannot access statutory grant funding. This modification may be considered during the term of the DPS where a client of Care and Repair cannot access statutory grant funding for the works following a means test undertaken by the Authority. In these circumstances Care and Repair may offer to provide the standard service and utilise the DPS to undertake the works whilst the client provides all required funding, including a standard Care and Repair charge for provision of this Service.
