Justification:

The Contracting Authority has previously undertaken a procurement exercise for these stewarding requirements (FTS Number: 2021/S 000-005992), published on 24th March 2021, however this competition failed. The appointment of supplier(s) for these requirements is now urgently required to allow successful supplier(s) enough time to start the recruitment process and begin mobilising the stewarding workforce and especially taking into consideration the challenging market conditions currently being experienced in the events industry around workforce shortages. The stewarding workforce for this procurement will need to be recruited, trained, accredited and mobilised prior to the test events held by the Contracting Authority in advance of the Games, and therefore the requirement to appoint one or more suppliers is increasingly urgent.
