YPO in collaboration with ESPO and NEPO are looking for Providers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of Insurance Placement and associated services for the wider public sector. The DPS is designed to meet the needs of all public sector organisations.
YPO is looking for insurance providers with the ability to provide services for various categories of insurance cover to various types of public sector organisations including for example, local authorities, education providers, central government, police and fire services etc. A full list of potential users can be found within the tender documentation.

two.2.4) Description of the procurement
The insurance placement DPS is designed to allow YPO, NEPO and ESPO customers, including brokers acting in agency on behalf of customers, access to conduct further competitions to appoint single or multiple insurance providers to provide a wide range of insurance services as is categorised in detail within the documentation.
This DPS will be structured as a single Category - Insurance Placement and Associated Services
The Provider must be able to provide insurance covers in the capacity of either:
• Direct Dealing Insurer;
• Broker only Insurer;
• Managing General Agent and /or Managing General Underwriter who acts as agent for and on behalf of the Insurers with whom it has a contractual delegated underwriting authority and/or
• Lloyds of London Syndicate;
The Provider must be able to offer at least one or more classes of insurance as set out in the tender documents.
This DPS is supported by a separate insurance brokerage framework for the appointment of a broker by a customer, ensuring YPO is able to provide a full insurance solution for the public sector.

Description of options
The DPS will cover the period from 1st of May 2024 to 30th of April 2029 with an option to further extend for an additional 5 years. The decision to extend the DPS Establishment Agreement period will be taken by the end of January 2029 and will be dependent on satisfactory completion of all aspects of the DPS Establishment Agreement to date, the current market conditions for this category and YPO’s contracting structures. The maximum contract period will therefore be 10 years, from 1st of May 2024 to 30th of April 2034 (subject to an annual review, and KPI performance).

establishment/first round of the DPS. Following the initial establishment, the DPS will
remain open for any Suppliers to submit a bid at any point until the closing date of the DPS.
YPO will incorporate a standstill period at the point of notification of the acceptance to the DPS for the first round of the establishment. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the DPS is made available for use by YPO and its collaborative partners customers.
The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
