This PIN Notice is to notify interested parties of North Somerset Councils' (the Authority) future contract intentions when existing arrangements come to an end in March 2024.
The Authority intends to put in place 3 contract arrangements.
1. Single Provider Framework – Surfacing - 4 year term - estimated value of £14m
2. Single Provider Framework – Surface Dressing - 4 year term - estimated value of £4.5m
3. Dynamic Purchasing System (DPS) – 3 lots – Civils, Structures and Specialist Surface Treatments - 7 year term - estimated value of £14m
It should be noted that Reactive and Cyclical maintenance does not form part of this PIN and has been awarded under Teckal exemptions to North Somerset Environment Company for an initial term of 7 years commencing 1 April 2024.
At present, most of the Authority's highways maintenance activities are delivered through its existing Term Maintenance Contract which is due to expire in April 2024 and will be replaced with the new approach.
The Authority is publishing this PIN to inform the market of its future intentions regarding the above and to seek feedback from the market to allow the Authority to consider its approach.
A Market Engagement Event will be hosted online by representatives involved in the Highways Project on 8th March 2023.

two.2.4) Description of the procurement
1. Single Provider Framework – Surfacing
For the delivery of carriageway resurfacing and highway improvements. This will include preparation work such as road planning and disposal, including inert and hazardous (tar bound) materials, minor civils works and the adjustment of ironwork.
This framework would also include the provision of traffic management and reinstatement of road markings.
Surfacing and or reconstruction work to be carried out using a variety of bituminous materials and may include the installation of geotextiles.
2. Single Provider Framework – Surface Dressing
For the delivery of in year preparatory works, traffic management, surface dressing, and the reinstatement of road markings associated with the delivery of the Authority’s annual surface dressing programme.
Surface Dressing will be carried out as part of a planned programme of work to include multiple site's/ locations across the Authority. A variety of aggregates and binders will be required to meet the individual characteristics of each site in line with design guidance set out in Road Note 39.
3. Dynamic Purchasing System (DPS) – 3 lots – Civils, Structures and Specialist Surface Treatments
Civils – For the delivery of highway maintenance projects and new highway improvements. To include reconstruction of footways, kerbing, drainage, bus stop improvements, traffic calming schemes and highway signs. It will also include the provision of cycle routes, and civils works in connection with traffic signal and controlled crossing improvements.
Structures – Various types of minor structural and civils repairs with some small-scale reconstruction works on all associated highway structures, including bridges and highway retaining walls. Undertaking of routine structural maintenance repairs and associated civils works to all types and construction of bridges, culverts, subways and retaining walls. The work will involve routine programmed structural repairs and/or some civil reconstruction work to several small highway structures
Specialist surface treatments - The works will consist of the provision of Labour, plant. materials and traffic management to carry out specialist surface treatment works. These works may include, carriageway and footway proprietary surfacing works, high friction surfacing works together with other associated works on both highway and non-highway sites at unspecified Locations and ancillary installation of the road marking and road studs at various Locations within the geographical boundary of the principal contracting authority
Both single supplier frameworks will be advertised in April 2023 likely following an Open tender process. The DPS will be advertised in September 2023.
