Description
Ivybridge Town Council owns, manages or maintains a range of open spaces, woodland, leisure and play facilities across the Parish of Ivybridge, either directly or through maintenance agreements with third parties.
The Town Council also undertakes the cutting of selected roadside verges on behalf of Devon County Council.
Existing contractual arrangements are due to conclude and, as a result, the Town Council is undertaking a formal procurement exercise to appoint a contractor to deliver these services under a new contract.
The purpose of this tender is to appoint a suitably experienced and competent contractor to carry out grass cutting and grounds maintenance works in accordance with the requirements set out in the Invitation to Tender (including the Contract Specification) and associated documents. The successful tenderer will be responsible for delivering the services to the standards, frequencies and locations detailed therein.
The contract period is 1st April 2026 to 31st March 2028 (two-year contract)

Award criteria
Production of a valid copy of Public Liability Insurance of at least £10million
Production of a valid copy of Employers Liability Insurance to an amount at least £5million (only if appropriate)
Production of a copy of your Business Health & Safety Policy
Production of a Task-Specific Risk Assessment and Method Statements including reference to relevant HSE guidance and safe systems of work, including any other businesses who may be used on a sub-contract basis
Work-related qualifications and certificates of competence
Proof of having carried out similar types of work to good standards - this must include as a minimum - two references with examples of work carried out and referees' contact details
Certificate of Registration under the Waste (England and Wales) Regulation 2011 to be provided by the main contractor or sub-contractor
When assessing tenders for this contract, the Council will consider the following areas:
Price - full and final cost over the term of the contract
Quality - supplier's ability to perform the contract to the highest standards, based on references and previous examples of work
Experience - evidence of supplier's relevant knowledge and experience (years in business and references)
Social Value - evidence of social value for previous clients - please provide examples
Environment/Ecology - evidence of supplier's knowledge and experience of environment, biodiversity, ecology, etc
Tenders will be evaluated in a fair and transparent manner in accordance with Ivybridge Town Council's Standing Orders and Financial Regulations. Submissions will first be assessed for compliance with the mandatory requirements set out in the tender documents. Compliant tenders will then be evaluated against the following criteria: Price, Quality, Experience, Environment/Ecology and Social Value. Price will carry the greatest weighting in the evaluation of tenders. Social Value and environmental considerations will be assessed proportionately, having regard to the size and nature of the contractor. Ivybridge Town Council is not bound to accept the lowest or any tender or tender.
