two.1.4) Short description

The City of Wolverhampton Council (the Council) are inviting providers to hear about an upcoming tendering opportunity for the Provision of Mechanical Repair and Maintenance Services and Minor Works in Wolverhampton.

The intention of this Prior Information Notice (PIN) is to alert potential tenderers of the upcoming tender opportunity and encourage participation.

The Council requires a suitably qualified and resourced contractor to provide a Mechanical Repair, Maintenance Services and Minor Works to locations of the Council’s estate portfolio; the estate portfolio will be defined within the Invitation to Tender (ITT) documentation.

It is intended that this Prior Information Notice (PIN) will be followed by a formal procurement exercise. The intended procurement procedure will be an Open Procedure in accordance with Public Contract Regulations 2015, the proposed award criteria will be 30% Price and 70% Quality and Social Value. The Council reserves the right to modify the award criteria prior to the publication of the (ITT).

For the avoidance of doubt, this stage of the project is not part of a formal procurement process and therefore not a call for competition. The Council is not committing, at this stage, to carrying out such a process.

two.2.4) Description of the procurement

The Council has a statutory responsibility to ensure that the buildings are maintained and repaired in accordance with a regular planned programme and can respond to deliver reactive repairs as they arise.

To achieve this there is a duty to provide suitably qualified and resourced contractor to deliver Mechanical Repair, Maintenance Services and Minor Works to the properties and land that the Council occupies and deliver services from.

It is the responsibility of the Council’s Project and Works - Maintenance Team to ensure that the buildings are fully compliant with current building legislation and all the work is completed in a safe timely manner.

Scope of the services or works being procured - To provide mechanical repairs, maintenance and minor works including boiler servicing and repairs, pump equipment, air conditioning, handling units and catering equipment.

The City of Wolverhampton Council estate portfolio incorporates a total of 1928 buildings and land with a variety of services provided for each. The buildings have various uses but primarily fall into the following categories:

• Colleges, schools and associated educational centres – 124

• External grounds, recreational centres, public conveniences, cemeteries – 177

• Residential – 8

• Commercial including offices – 249

• Courts, museums, galleries, theatres and libraries – 17

• Markets, depots, industrial units – 32

• Open land/space – 859

• Demolished buildings – 12

The Council is currently developing the ITT documentation, therefore the Council is not in a position to respond to queries regarding the scope of this opportunity.
