The project design and delivery will be developed by the Contractor from stages 3 to 6, with the support of developed designs and surveys up to RIBA stage 3 by the project team including; Architect, Planners and Employer’s Agent. The project is programmed to achieve “GLA Start on Site” by April 2024

The development project is for the demolition of the existing 15 pitches and community hall and redevelopment of the site and the land south of The Pastures to provide 23 pitches (Use Class C3), including 23 amenity blocks, alongside a community hall (Use Class F2), communal amenity space, additional planting, refuse and recycling facilities, substation, parking and re-arrangement of access.

The site (80 Carshalton Road Banstead SM7 3DX) is allocated in LB Sutton’s Local Plan (S104) and is surrounded by Metropolitan Green Belt and Site of Importance for Nature Conservation. There are 15 existing pitches where a phased construction plan will apply to rehome the existing residents during the project. LB Sutton wishes to invite interested MMC Contractors to tender for a design and build contract on the scheme.

The London Borough of Sutton is conducting this procurement through an open tender. The unforeseeability of the original contractor going into administration has led to urgency around re-procuring the contract requiring use of the accelerated procedure under regulation 27 (5) Public contracts Regulations as London Borough of Sutton still has to deliver this project within the existing funding deadlines set by the GLA.
