This Voluntary Ex-Ante Transparency (VEAT) notice relates to the renewal of the Provision of Gladstone Leisure Management System and Associated Services at the University of Strathclyde. The estimated value of the contract across a 60-month period is GBP 205,000, exclusive of VAT.

It is anticipated that the contract duration will be for an initial 36-month term, with the option to extend for up to an additional two 12-month periods.

The Contract is anticipated to commence on or after 19 January 2026.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

The University requires a Leisure Management System (LMS) to support its facilities operations. Gladstone MRM Limited is the sole provider of the specific LMS currently in use. This software has been implemented and fully operational at the University since circa 2018, following a compliant tender process. Over this period, it has become embedded in the University’s systems and processes.

Due to the proprietary nature of the software, its deep integration, and the operational reliance developed over several years, there is no suitable alternative on the market that would provide equivalent functionality without significant disruption. Transitioning to a different system would incur substantial cost, operational risk, and service disruption.

Therefore, this procurement qualifies as an exception under the Directive, allowing a direct award to Gladstone to ensure continuity of service, preserve system integrity, and avoid unnecessary costs.

As such, this contract shall be awarded under Regulation 33 (1) (b) (ii) as the University intends to award this public contract following the negotiated procedure without prior publication of a contract notice as the competition is absent for technical reasons.

The University intends to enter into the contract on or after 19/01/2026.
