WCC Housing Needs Supported Accommodation Pathway for Complex Singles

Westminster City Council (WCC) is undertaking market engagement and invites interested parties to complete a Market Sounding Questionnaire. The purpose of this exercise is to gather feedback from the market regarding the potential commissioning of Supported Accommodation services for individuals with complex needs.

This Market Sounding Questionnaire is not a call for tenders or a pre-qualification exercise. The purpose of the market sounding questionnaire is to gain insight into the market to understand the level of interest and capacity of the market in respect of delivery of the support services which would include covering 236 beds and providing support whether via a landlord acting in both capacities or a support provider with arrangements in place with a landlord of suitable accommodation.

The Supported Accommodation Pathway for Complex Singles offers housing and support to rough sleepers and other single Service Users experiencing homelessness, particularly those facing multiple disadvantages and a history of entrenched or repeat homelessness. The pathway operates using a trauma-informed approach, focusing on stabilisation and tailored support. The pathway supports Service Users with high, medium, and low support needs, including those with specific needs such as mental health and substance misuse. The service aims to equip Service Users with the skills needed for independent living, prevent repeat homelessness, and promote social inclusion.

The current Supported Accommodation Pathway for Complex Singles comprises 348 beds across seven contracts. Westminster City Council intends to maintain this capacity and explore options to increase it in the future. To inform its commissioning strategy for accommodation with commissioned support services, the Authority is seeking market feedback through a questionnaire. This will help assess the market's capacity to deliver support services for approximately 236 beds, either through a landlord providing both accommodation and support or a support provider working in partnership with a landlord offering suitable accommodation.
