Description
HPG is seeking to appoint a panel of specialist Service Providers to deliver the requirements set out in the specification.
HPG is establishing a Preferred Supplier List (PSL) to support its recruitment and resourcing requirements for permanent, fixed term, and temporary staff across a range of service areas. The PSL is intended to:
Ensure efficient sourcing of candidates across HPG Group.
Maintain transparency, compliance, and value for money.
Support high-quality service delivery to hiring managers.
Promote diversity, inclusion, and social value in all recruitment activity.
The contract will run for an initial period of two (2) years. At HPG's discretion, it may be extended for up to three (3) additional periods of one (1) year each, subject to satisfactory supplier performance, giving a maximum duration of five (5) years.

The tender will consist of a two stage process, the first stage evaluates the conditions of participation, including some mandatory pass/fail requirements and three quality questions which are weighted to total 100%.
The successful suppliers who meet the threshold for the second stage will be invited to tender for a place on the Preferred Supplier List (PSL) for 1 or more of the 5 Lots. The ITT stage will be evaluated using a ratio of 60% quality and 40% price.
