Description
Free breakfast provision at schools ensure pupils start every day ready to learn, improving behaviour, attendance and attainment.
For the past five years the London Borough of Hammersmith and Fulham has pioneered the delivery of free breakfast provision at our primary schools and nurseries. Providing schools with advice, food and funding to establish free breakfast provision.
This programme currently works across 33 schools, helping them to deliver over 750,000 nutritious, hunger focused breakfast meals per year though both breakfast clubs and extended provision at the start of the school day.
With the Governments national free school breakfast clubs programme starting to roll out we want to ensure that young children in our borough continue to have the best start to the school day. Continuing to support out schools, whilst integrating and enhancing the national offer.
We are looking for a Breakfast Support Provider, to manage this programme from September 2026. Providing schools with expert advice, support of running breakfast provision as well as providing direct deliveries of breakfast foods to schools.
The market engagement process will include an Engagement session in January..
The requirements of the Breakfast Support Provider contract include:
- Providing expert advice to schools throughout the school year. Supporting schools to run high quality, hunger focused and stigma free breakfast provision. This includes advice on childhood nutrition, catering equipment and communicating with children and their families on the breakfast offer and its benefits.
- Supporting schools to seamlessly integrate and enhance the national free school breakfast clubs programme as it rolls out. With enhancements supporting better outcomes for children so that no child is left too hungry to learn.
- Provide direct deliveries of affordable and healthy breakfast foods to schools that meet and exceed school food standards.
- Support the provision of breakfast to vulnerable pupils outside term time.
- Monitor and report on the delivery of breakfast provision in the borough and its impact. Including in-person monitoring visits to assess quality of provision.
- Manage additional grants from the council or government for breakfast provision, to ensure they deliver value and avoid any duplication of funding.
- The provider is not expected to staff or run breakfast clubs themselves.

- Organisations with significant experience of supporting schools to develop breakfast provision, preferably in the London. That also have a track record of delivering breakfast foods either themselves or through partner organisations.
