NHS Staffordshire and Stoke-on-Trent Integrated Care Board intend to award a contract to East Staffs Primary Care Network for the Provision of APMS Services at Gordon Street Surgery following a robust Competitive Process.

The contract is for a duration of 5 years, the start date is 7th May 2026 and will run until 6th May 2031 with an option for the commissioner to extend for a further 4 years until 6th May 2035.

The estimated lifetime value of the contract (including extensions) is £11,207,097.

This is an existing service and has been awarded to an existing provider.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 2400hrs on 23rd December 2025. There was 1 perceived Conflict of interest identified throughout the process whereby an evaluator has a family member who is employed with a potential provider / bidder for this contract. This was acknowledged and logged and would be reviewed once the names of the bidders were disclosed with potential removal of the evaluator from the process, as the particular provider did not submit a bid the evaluator was able to maintain their position on the evaluation panel.

The Key Criteria were weighted as follows;

• Improving Access, Reducing Health Inequalities and Facilitating Choice – 30.00%

The weightings for the 5 key criteria were determined by the procurement panel to give appropriate relative importance to each of the sections in line with the commissioning expectations for the service. The criteria were weighted and prioritised based on the needs of the service.

The preferred provider scored a pass on all of the Pass / Fail questions within the Basic Selection Criteria. The preferred provider also scored the highest overall for the Key Criteria Questions against the published scoring criteria (as set out at paragraph 27.3.2 of the 'Document 1 - Competitive Process – Overview and Instructions').
