Description

Rossendale Borough Council is seeking tenders for the provision of retail water and wastewater services under a fixed pricing agreement for a period of three years. The contract covers multiple Council sites listed in the ITT schedules, with estimated annual consumption provided for reference. Services include consolidated monthly billing by direct debit, account management support (including online portals and bill checking), and compliance with all Council policies and statutory requirements. Technical ability conditions of participation

Tenderers must demonstrate technical capability to provide water and wastewater services across multiple sites. This includes experience in account management, consolidated billing, and compliance with regulatory standards. Equivalent qualifications, certifications, or industry standards will be accepted where appropriate.

Justification for not publishing a preliminary market engagement notice

Rossendale Borough Council engaged with framework providers and requested a renewal quote from the incumbent supplier to assess market options. Following this engagement, the Council decided to proceed with an open tender to ensure transparency and competition.
