Description

CHIC, acting on behalf of its Members (and others in other Consortia or as individuals who become CHIC Members over time) is procuring a Framework for supply, delivery of building materials which may include but not limited to those used for: plumbing and heating, retrofitting, painting and decorating, ironmongery, timber, flooring, glazing, roofing general building, retrofitting, electrical products, painting and decorating, including distribution, with the options to provide managed stores, van stock and tools & plant hire.

Description

Suppliers who, can provide buyers with general trade materials via:

a. Existing branches (or newly created branches) which are open to other trade users and the public generally; or

b. Through a fully delivered service.

Lot 4. Managed Stores (Optional Plumbing and Electrical)

Description

Suppliers who, for individual buyers, establish and run a bespoke managed store service in a building owned or sourced by the buyer or in a building owned or sourced by the supplier. In addition, if appropriate and available, the bespoke managed store service could be supplemented by utilising the supplier's existing branches which are open to other trade users and the public generally.

Suppliers who, can provide the buyers, with a van stock materials ordering system, capable of integration with the buyers and suppliers IT platforms. Have the ability to integrate with the buyers multiple suppliers.

Justification for framework term over 4 years

The justification for an 8-year Framework Agreement term is that for the supply of materials to be effective and efficient, in most cases the Authorised User (and its contractor) and merchant will need integrated information technology systems, with connections to individual operatives and at a more strategic level training and other requirements and facilities. As it takes significant time and resource (including financial expenditure by way of capital (and revenue) investment) for both the Authorised User and merchant to implement effectively integrated systems and to develop comprehensive materials supply catalogues which meet the optimum needs of the member (contractor), the return on the investment to achieve this cannot be recovered in a short term framework and call off contract. CHIC is therefore procuring frameworks that will operate for 8 years from the award date.

Framework operation description

Frameworks for all lots will be expected to offer call off contracts for Suppliers to provide comprehensive materials, merchant and associated services to Authorised Users as defined in the Framework Agreement, which deliver responsive repairs, void property maintenance , planned investment programmes, retrofit works, newbuild construction and compliance works through directly managed operational workforces (direct labour organisations /in - house contractors, which may be operational team(s) or subsidiary maintenance company) or through external contractors. These maintenance activities involve engineers with multiple and varied disciplines/trades, each of which needs to have a specific van stock and/or an agreed catalogue specific to the relevant work.

Supplier prices within the framework may be established in several ways:

Suppliers will submit core price lists, rates, product catalogues, as part of the framework tender. These form the baseline prices available for direct award and desktop evaluation.

Due to market fluctuations, CHIC will work with suppliers on a quarterly basis to ensure pricing is current, value for money and reasonable reflects market conditions.

For project-specific or high-value requirements, members may seek refreshed pricing through a mini-competition. This enables suppliers to tailor prices to scope, volume, delivery timescales and specific technical requirements.

Indexation (e.g., CPI, material indices) is not routinely accepted and should be supported by evidence from manufacturers, or annual review as defined in the framework terms.

Where relevant, suppliers provide an agreed catalogue or schedule of rates that covers commonly purchased items. Members may draw directly from these catalogues for predictable, repeat orders.

Overall, pricing under the framework aims to provide transparency, value for money, and a compliant audit trail for members.

Member mini competitions will assess both quality and price, each of which will have a weighting applied. The weighting given to quality and pricing will be determined at point of mini competition with 100% overall marks available.

Mini competitions will be evaluated by a scoring team comprising representatives of the CHIC member as well as CHIC and evaluated in accordance with the weighted percentages as stated in the mini competition submission Instructions.

Direct Award is evaluated via a business case, taking into consideration a range of varying elements and not simply price. CHIC will support the assessment and development of a compliant business case.
